The Kosovo Specialist Chambers and Specialist Prosecutor’s Office is a dynamic and growing organisation. Employment at Kosovo Specialist Chambers and Specialist Prosecutor's Office is ONLY open to nationals of the EU Member States and contributing third States (Canada, Norway, Switzerland, Turkey and the United States of America).

The staff regime of the Kosovo Specialist Chambers and Specialist Prosecutor’s Office is:

  1. Seconded staff;
  2. Contracted staff.

 

Seconded staff members

Seconded staff members are seconded by the Seconding Authority to the Kosovo Specialist Chambers and Specialist Prosecutor's Office. In general and subject to national procedures for secondment, the tours of duty of seconded staff are at least 12 months and may be extended.

The Seconding Authority bears the personnel-related costs, including salaries, relevant medical coverage, travel expenses to and from the relevant seat (including home leave) and any other allowances with the exclusion of expenses as identified in the Staff Rules.

Seconded staff members may receive daily allowances, where applicable. Seconded staff members continue to belong to the social security system of the Seconding Authority. Seconded staff, other than Third Contribution States, will be covered by the health insurance scheme of the Kosovo Specialist Chambers and Specialist Prosecutor’s Office. Where deemed appropriate by the Registrar, seconded staff may be covered by the high risk insurance scheme.

Contracted staff members

The contracted staff members are engaged under contract by the Kosovo Specialist Chambers and Specialist Prosecutor’s Office. The particular temporary nature and the specific needs of the Kosovo Specialist Chambers and Specialist Prosecutor’s Office do not allow for providing contracted staff with permanent employment, and this is reflected in the level of remuneration. Employment contracts for contracted staff are only concluded for a fixed term. They are normally granted for a one year period but may be issued for a different period for operational needs.

The renewal of a contract does not give rise to any right or expectation of further renewal or conversion into a contract of indefinite duration, even if the same type of work is required thereafter.

The remuneration of contracted staff members consists of the gross salary based on the category and grade of the relevant post plus post adjustment. Post adjustment is paid to adjust the remuneration of each of the posts to salaries and allowances for comparable posts in the Host State in order to ensure competitiveness and quality and efficiency of work.
