Thaçi et al: Panel’s full decision on communications and visits for three detainees

On 1 December 2023, the Trial Panel in the Thaçi et al. case issued a further decision on the SPO’s request for modification of the detention conditions of Thaçi, Veseli and Selimi. According to the Panel, the SPO established that the current detention conditions are insufficient to mitigate the risk that the three accused could interfere with the proceedings and/or present a risk to the safety and security of witnesses. Accordingly, the Panel granted, in part, the request and ordered the Registrar to implement a number of modifications to the detention conditions of the three accused.

The measures, all related to restrictions on the communications and visits of the three accused, can be found in the paragraphs 51-53, 55-60 and 62-78 of the actual decision.

This decision replaces the Panel’s interim decision of 17 November.
