How to make a complaint

If you wish to make a complaint alleging a violation of your human rights against the Kosovo Specialist Chambers or Specialist Prosecutor’s Office, you are required to provide your basic contact details in the secure Form available at the link below and select Submit Information. When the Ombudsperson receives your basic information, you will be contacted via email and will be provided with a Complaints Form which you will need to complete and return to the Ombudsperson.

The Ombudsperson's code of ethics

The Ombudsperson adopted and published the Code of Ethics for the Ombudsperson, which regulates the professional standard applicable to activities of his Office.

The Ombudsperson is required to perform his duties with independence, impartiality, professionalism and acts consistently with the high moral character required by the Constitution of Kosovo, the Law on Specialist Chambers and Specialist Prosecutor’s Office and the Rules of Procedure and Evidence.

Role of the Ombudsperson

The KSC and SPO are required to uphold fundamental protections enshrined within Chapter II of the Constitution of Kosovo and to act in compliance with international human rights law.

The Ombudsperson, though placed within the Registry, acts independently to monitor, defend and protect the fundamental rights and freedoms of persons interacting with the KSC and SPO.

Lists of Counsel

The Lists of Counsel contain the names of legal practitioners who are eligible to practice before the Kosovo Specialist Chambers (KSC) as a Counsel or a Co-Counsel, and can thus be assigned or appointed to suspects, accused and/ or a group of victims as per Chapter III of the Directive on Counsel.

Only Counsel from these Lists of Counsel can represent persons before the KSC.

KSC/SPO principals at the Grotius Centre for International Legal Studies of Leiden Law School, The Hague - 17 May 2017

Three KSC/SPO principals adressed the audience of about 300 students and legal practitioners, the majority of which were Bachelor or Master students of Law. The event took place on the margins of ICC Moot Court, held between 14 and 19 May 2017 in The Hague in the presence of Benjamin Ferencz, at 97 the last surviving prosecutor of the Nuremberg trials. 

Visit to the KSC by Geoffrey Nice Foundation/University of Amsterdam - 26 February 2018

On 26 February, the Kosovo Specialist Chambers as part of its Outreach as well as Visitors Programme hosted a visit by a group of 35 lawyers, students and university professors from different countries, mostly from Kosovo, Serbia, Croatia, UK and Netherlands. The visit was initiated by the Geoffrey Nice Foundation and the University of Amsterdam. Representatives of the KSC spoke about the jurisdiction, structure and mandate of the court as well as about role of the Defence Office, victim’s participation, media communication and the Outreach Programme.
